Your Committee on Finance, to which was referred Bill 438, reports
as follows :
Bill 438 proposes to amend Ordinance 90-75, the Capital Improvement
Budget for Fiscal Year 1990-91, by adding the Panaewa Rainforest
Zoo, Veterinary Facilities - $80, 000 and reducing the Alii Highway
Bikeway Extension by the same amount - $80, 000 .
Communication No. 2562 from Councilwoman Helene H. Hale, dated
May 14, 1991, transmitting said Bill No . 438 states, the Department
of Public Works has classified the Alii Highway Bikeway Extension
project as low priority, therefore, she requests $80, 000 be
redirected to the Panaewa Zoo project where Department of Parks and
Recreation and "Friends of the Zoo" (community, non-profit
organization) are ready and able to proceed with the much-needed
facility.
Also attached to said Communication No . 2562 is a letter of
justification for the veterinary facility from Lloyd Yoshina,
Manager, Panaewa Rainforest Zoo, dated May 9, 1991.
As your Committee supports completion of both Panaewa Rainforest
Zoo, veterinary facilities, and the Alii Highway Bikeway Extension
project, it was recommended that Bill 438 be forwarded to the
Council with favorable recommendation for adoption. It was further
recommended that another funding source be identified and a bill for
an ordinance effecting a transfer of $80, 000 to the Alii Highway
Bikeway Extension project be waived from Public Works Committee and
forwarded to the Council for consideration at the same time as
Bill 438 .

Your Committee on Finance is in accord with the intent and purpose
of Bill 438 and recommends that it pass first reading.
