Your Committee on Finance, to which was referred Bill 436, reports
as follows:
The purpose of Bill 436 is to amend Chapter 19 , Article 12, Hawaii
County Code, relating to Real Property Taxes and Appeals . If
adopted, the ordinance, as amended, would:
increase the amount deposited by a taxpayer for filing an
appeal against a real property tax assessment from $3 .00 to
$15 . 00 , to cover the costs associated with conducting a tax
board of review hearing;
lower the annual rate of interest from 8% to 6%, which is
paid to a taxpayer for the amount held by the tax appeal
court to be excessive or non-taxable;
require tax paid upon disputed assessment be held by the
director in the general fund of the County, rather than
requiring a special deposit be made;
and other non-substantive wording changes to correct and
update the ordinance .
Your Committee was informed by the Real Property Tax Division Chief
that, on the average, postage cost for appeal paper work costs
$12 . 25-$12 . 50 per appellant . The difference between the $15 . 00
would be used for other processing costs . Thereafter, the Finance
Director informed us that the County currently earns an average of
6% on financial investments .
Your Committee on Finance is in accord with the intent and purpose
of Bill 436 and recommends that. it pass first reading .
