Your Committee on Finance, to which was referred Bill 430, reports
as follows :
The purpose of Bill 430 is to amend the title and body of Ordinance
No . 90-57 by deleting $19, 746, 000 where it appears in the title and
in Section 2 of the body of the ordinance and inserting in lieu
thereof $15, 275, 111. Further amendments to Section 2 of said
Ordinance is the addition of references to Ordinance No. 90-75 as a
funding source for general obligation bonds to be sold to the
Department of Health, with proceeds derived from sale to pay for all
or part of the cost of appropriations for the Qualified Wastewater
Projects of the County, as listed in Ordinance Nos . 89-86 and
90-75 . As Bill 430 proposes to reduce the total issuance of general
obligation bonds from $19 , 746, 000 to $15,275, 111 adjustments to
project appropriations listed in Ordinance No. 90-57 need to be
reduced to reflect new total . Therefore, the Old Waiakea Mill Sewer
Project is amended by reducing the appropriation from $725, 000 to
$651, 700; Waiakea Houselot Sewer from $400, 000 to $399, 100; Old Kona
Airport SPS and FM from $2, 521, 000 to 0; adding Kealakehe Effluent
Disposal System - $1, 500, 000; and reducing the Hilo Wastewater
Treatment & Conveyance from $16, 100, 000 to $12,724,311.
Your Committee acknowledges that Bill No . 429 effects reductions and
additions in appropriations for the projects cited in this report .
Your Committee was informed by the Corporation Counsel that the
proposed amendment to the title and body of Ordinance No. 90-75
should be more carefully researched to determine legality of such
action. Your Committee requested such research be done and an
opinion rendered prior to the meeting of the full Council on June 5,
1991 .

Your Committee on Finance is in accord with the intent and purpose
of Bill 430 and recommends that it pass first reading.
