Your Committee on Finance, to which was referred Resolution
No. 325-91, reports as follows:
The purpose of Resolution No . 325-91 is to transfer and appropriate
$5 ,000 as follows:

Communication No. 2559 from the Finance Director, dated May 6 , 1991 ,
states the transferred funding will be used to purchase a new copy
machine . Based on a cost analysis of purchase option vs .
lease/rental, it was more cost effective to purchase. The proposed
transfer of funds would require a new "Office
Equipment-Fixtures-Furniture" account be created .
Your Committee was informed by the Finance Director that the stated
purchase lease option was part of a master bid and although it was
awarded to Xerox, the bid was put out and bid on by a number of
contractors .
According to a Corporation Counsel opinion dated May 5, 1989 to the
Finance Director and transmitted to the Council as Communication
No. 488, "a resolution would be the best method of opening a new
account to allow the transfer of funds within the department to that
account . "

Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 325-91 and recommends its adoption.
