Your Committee on Finance, to which was referred Resolution
No. 322-91, reports as follows:
The purpose of Resolution No. 322-91 is to create one ( 1)
Clerk-Typist TAN SR-8 position in the Department of Research and
Development and transfer $2,770 from Miscellaneous Contractual
Services account no. 010-161-5161 . 02-115 into the Regular Salaries
and Wages account no. 010-161-5161 .01-011 .
The addition of one Clerk-Typist position is needed to prepare
correspondence, organize meetings, record proceedings, prepare,
organize and disseminate documents and materials and answer
telephone calls .
Communication No. 2513 from the Finance Director dated April 29 ,
1991, transmitting said Resolution 322-91 , further states that since
December 26, 1990, the stated clerical services have been provided
on a 90-day contract . The extended contract is due to terminate on
May 31, 1991 .
Your Committee was informed by the County Director of Personnel that
the temporary-as-needed (TAN) position is created to perform
temporary, emergency and other non-permanent duties which last from
3 months, 6 months, or up to a year . He added there is no
distinction for what types of services the designation covers, but
simply distinguishes that it is not permanent . The County of Hawaii
does not commit to permanance when creating a TAN position and the
prospective applicant is made aware of the temporary nature of the
position.
Your Committee questioned the need for the requested $2, 770, as the
position could not be filled prior to adoption of Resolution
No. 322-91 at the Council meeting scheduled for June 5, 1991 . As
the position was included in the Administration ' s budget for fiscal
year 1991-1992, it was agreed that the Administration would submit
Resolution No. 322-91, Draft 2 , which will accurately project the
necessary funding for the position until the end of fiscal year
1990-1991 .

No . 322-91 and recommends its adoption.
