Your Committee on Finance, to which was referred Bill 426, reports
as follows :
Bill 426 proposes to amend Ordinance 90-74 , the Operating Budget for
Fiscal Year 1990-91, by increasing revenues in Housing Fund Account
No . 3301 . 54 , Housing Voucher Program, by $16, 870 . 00, and
appropriating same to the following accounts :

150-801-5801 . 08-341 Transfer to Other Funds 7,250 . 00
Communication No. 2496, dated April 25, 1991 from the Finance
Director, transmits for Council consideration Bill No . 426 to
appropriate $16 , 870 . 00 which the County Housing Agency expects to
receive as it recently received an additional 75 Special Disaster
Vouchers under the Housing Voucher Program.
Your Committee acknowledges that Communication No . 2496 also
transmits Resolution No . 320-91, which, if adopted, will amend the
Salary Ordinance by creating an additional Housing Aide II (SR-11)
position at the Office of Housing and Community Development to
process the additional 75 disaster vouchers received.
Your Committee was informed that the disaster vouchers are directly
related to destruction from the Kalapana lava flow. Furthermore, we
were told that the $7, 250 . 00 appropriated to Account
No . 150-801-5801 . 08-341, Transfer to Other Funds, would be used in
part to pay for the newly created position.
Your Committee on Finance is in accord with the intent and purpose

of Bill 426 and recommend that it pass first reading .
