Your Committee on Finance, to which was referred Resolution
No . 321-91, reports as follows :
The purpose of Resolution No . 321-91 is to transfer and appropriate
$9 , 656 . 00 as follows :

Communication No. 2497, dated April 26, 1991 from the Finance
Director, is in response to a letter from the Finance Committee
Chairperson dated April 9 , 1991, requesting the Administration to
fund a "Promotion of the Big Island in Okinawa July 18-29, 1991, "
and, as requested, transmits Resolution No. 321, transferring
$9 , 656 . 00 in contingency funds to newly created accounts for that
purpose.
Your Committee, during its meeting on April 9 , 1991, unanimously
voted to request the Administration look favorably on the promotion
and forwarded Communications 2374 and 2418 and other information
which outlines the program, itinerary of participants, expenses and
pro-rata share of responsibility and expenses between HVB, City and
County of Honolulu, and the County of Hawaii .
Your Committee affirms that subject appropriation of $9 , 656 . 00
includes $6, 666 . 00 as the County of Hawaii ' s one-third share of the
promotion and $2, 990 . 00 for delegation of two councilpersons to
represent the County.

Your Committee acknowledges this resolution creates new accounts
(010-111-5111 . 54-104 and 010-111-5111-54 .341) . According to a
Corporation Counsel opinion dated May 5, 1989 to the Finance
Director and transmitted to the Council as Communication No. 488, "a
resolution would be the best method of opening a new account to
allow the transfer of funds within the department to that account . "
Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 321-91 and recommends its adoption.
