Your Committee on Finance, to which was referred Resolution
No . 320-91, reports as follows :
The purpose of Resolution No . 320-91 is to amend the Salary
Ordinance as follows :

According to Susan Labrenz, Office of Housing and Community
Development, the additional 75 Special Disaster Vouchers are
directly related to the Kalapana lava flow destruction of homes and
represents a potential return of $588, 825 per annual contract with
HUD, if same vouchers are fully utilized during the year . Should
vouchers not be used, the available funds associated with each
voucher would be forfeited. Furthermore, based on a standard
Cetificate/Voucher to employee ratio, 75 vouchers equals one
full-time position.
Your Committee was informed that because the OHCD is understaffed,
they currently have 75 certificates and vouchers from prior
allocations which are not being used and which represents in
addition to rental subsidies, $40, 000/year in unrealized
administrative fees .
Your Committee was informed the proposed position would increase
issuance of vouchers to unserved families and rental assistance
funds and cost $2,424/month in salary, taxes and benefits and
mileage. However, OHCD would be receiving more than $3 ,307/month in
administrative fees to process vouchers .
HUD provides funding for administrative fees, which at full lease-up
will generate $40 ,316 a year to pay OHCD expenses .
Your Committee acknowledges Communication No . 2496 which transmits
said Resolution No . 320 and also transmits therewith Bill No . 426
which, as part of the $7,250 . 00 appropriation to the Transfers of
Other Funds account, includes funding for the new Housing Aide II
position.

The OHCD has a current list from which to select a person to
immediately fill the advertised position.
Pursuant to Section 3-14 , Hawaii County Charter, interim amendments
to the Pay Plan may be made by resolution.
Your Committee on Finance concurs with the intent of Resolution
No . 320-91 and recommends its adoption.'
