Your Committee on Finance, to which was referred Resolution
No . 318-91, reports as follows :
The purpose of Resolution No. 318-91 is to transfer and appropriate
$1, 500 as follows :

Communication No. 2474 dated April 19, 1991 from Harry A. Takahashi ,
Legislative Auditor, transmits Resolution No . 318 and states therein
that the intra-agency transfer of $1, 500 . 00 is necessary to provide
office furniture (three desks and a workstation table) and equipment
(one steno chair and a typewriter) for three Council Legislative
Assistants who will be relocated in the former Immigration Service
Office. It further states that due to limited workspace, the office
furniture will be built to specified size by the Public Works staff .
Your Committee acknowledges this resolution creates a new account
(010-101-5101 . 02-229) . According to a Corporation Counsel opinion
dated May 5, 1989 to the Finance Director and transmitted to the
Council as Communication No . 488, "a resolution would be the best
method of opening a new account to allow the transfer of funds
within the department to that account . "

Your Committee on Finance is in accord with the intent and purpose
of Resolution No . 318-91 and recommends its adoption.
