Your Committee on Finance, to which was referred Resolution
No. 315-91, reports as follows :
The purpose of Resolution No . 315-91 is to transfer and appropriate
$8, 000 as follows :

Communication No . 2429 dated April 3 , 1991 from Harry A. Takahashi ,
Legislative Auditor, transmitted said Resolution No . 315 which
transfers $8, 000 to fund the printing cost of 2, 000 copies
($4 . 00 each) of a new county charter.
Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another.
Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 315-91 and recommends its adoption.
