Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No . 314-91, reports as follows : The purpose of Resolution No. 314-91 is to authorize the Mayor to enter into a five (5) year lease agreement with purchase options for the acquisition of two (2) copy machines for the Police Department, one (1) for administration and one (1) for Records Division. Communication 2426 dated April 2, 1991 from the Finance Director transmits said Resolution 314 and draft copy of Bid Proposal No . 1302, dated May 16, 1990, "Proposal and Specifications for Furnishing, Installing and Maintaining Plain Paper Copy Machines at Various Departments, County of Hawaii . " Therein, your Committee notes initial contract for three (3) copy machines was approved and contract executed. Per conditions of said contract, the County is allowed to obtain additional, similar machines and receive same terms and conditions during period of contract . The request for Police Department machines is addressed in contract, but only now proposed for approval by the Council . Your Committee was informed the present copying equipment is old and is often not functional, therefore, creating lost man-hours and inconveniences . Your Committee heard testimony from Mr . Douglas Felix, Business Manager, Police Department, who explained they wanted to better rationalize departmental needs and terms of the master equipment contract offered by Xerox in their RFP dated May, 1990, and thus waited to exercise available option. He proposed that leasing is the best option, affords free replacement of faulty equipment and allows the County to stay abreast of rapid changes in technology. Your Committee was informed the County can purchase the Xerox 1090 High volume copier for $8,320 at the end of the lease. It was suggested that long-term planning be instituted by the Administration regarding future disposition of those machines purchased and subsequently replaced with state-of-the art equipment . FC REPORT NO, 376 ADOPTED: APR 1 7 1991 FC- 376 Page 2 April 9 , 1991 Section 10-11, Hawaii County Charter, states therein that any contract, lease or other obligation requiring the payments of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution.
