Your Committee on Finance, to which was referred Resolution
No . 313-91, reports as follows :
The purpose of Resolution No. 313-91 is to create eight (8) new
positions to supervise, perform testing and provide clerical
services for the State-mandated Commercial Driver ' s License program:
1 CDL Driver License Examiner Supervisor SR-18
2 Driver License Examiner II SR-17
1 MV Financial Responsibility Clerk-Steno SR-12
4 Senior Clerks SR-10
Your Committee, through its review of supplemental information
transmitted by Communication No. 2422, dated April 2, 1991,
acknowledges said program is required by the State and funded
entirely by the State through collection of County CDL license fees
and other revenues made available to DOT by this program. However,
initial funding for the program is subject to Council approval of
Bill 413 , transmitted together with Resolution No. 313-91, whereby
$63, 900 is appropriated for the establishment and initial operating
expenses, to include salary and wages, for the Commercial Driver ' s
License program.
Article V, Section 5-1.4(c) of the Hawaii County Charter states :
the mayor shall have the power to: Create positions, including
positions of deputy or assistant to each head of an agency where
such position has not been created by this charter, for which
appropriations have been made by the council and abolish positions
with the consent of the council .
Your Committee on Finance concurs with the intent of Resolution
No . 313-91 and recomm- ds its ado!ti+n.
