Your Committee on Finance, to which was referred Resolution
No. 309-91, reports as follows :
The purpose of Resolution No. 309-91 is to create two (2) Road
Construction and Maintenance Supervisor I WF-10 positions
($2, 157/month) , one each for the Kona and Puna districts . To fund
these new positions, an intra-fund transfer is proposed, whereby
$25, 884 will be transferred from the Highway Fund Contingency
Account (020-911-5911. 18-341) with $12, 942 going to the Kona Road
Regular Salaries and Wages Account (020-301-5301 .41-011) and $12, 942
to the Puna Road Regular Salaries and Wages Account
(020-301-5301 . 61-011) .
Your Committee acknowledges that the Kona District encompasses
794 square miles and has 155 miles of County roads to maintain -
from Puuwaawaa Ranch to Honomalino, and the Puna District covers
496 square miles and has 211 miles of County roads to maintain -
from Kapoho to Volcano .
Communication No . 2401 from the Finance Director dated March 5, 1991
transmits said Resolution No. 309 and other background information
and justification for the requested positions . Your Committee was
thereby informed that presently each of the two subject districts
has one (1) Overseer FIII-10 and one (1) Supervisor II FI-10 to
plan, assign, direct and supervise sixteen (16) Unit I employees
assigned to the district . Furthermore, these supervisors must
inspect roads, investigate complaints, keep records of costs,
prices, repairs, complaints, accidents, chemicals, work data and
inventories, train or provide training on a variety of subjects,
prepare annual work schedules , and do all other related activities
required.
Your Committee heard testimony from representatives of the
Department of Public Works, who claimed that Kona and Puna Districts
are too large for the two supervisors assigned to each to cover the
area and provide proper directions and supervision. A third
supervisor would raise the frequency and level of inspections,
planning and supervision. Also, all other districts presently are

structured with an Overseer, Supervisor II and Supervisor I as
proposed for Kona and Puna. Furthermore, these requested positions
were proposed in the Fiscal 1990-91 budget but were deleted during
the Council ' s budget review. However, funds were maintained in the
Highway contingency account in the event that same positions would
be later approved.
Although the creation of the new positions was supported by most
Committee members, it was again suggested by the Chair that the
County contract for an independent management study of the
Department of Public Works, Police and Fire Departments to help
evaluate the present organizational structure and efficiency of each.
Article V, Section 5-1.4(c) Hawaii County Charter states : the mayor
shall have the power to : Create positions, including positions of
deputy or assistant to each head of an agency where such position
has not been created by this charter, for which appropriations have
been made by the council and abolish positions with the consent of
the council .
Your Committee on Finance concurs with the intent of Resolution
No . 309-91 and recommends its adoption.
