Your Committee on Finance, to which was referred Bill 410, reports
as follows :
Bill 410 proposes to amend Ordinance 90-75, the Capital Improvement
Budget for Fiscal Year 1990-91, by increasing the appropriation as
follows :
Department of Parks & Recreation
Kanakaole Stadium [$200, 000 . 00] $322, 160 . 00

Your Committee is aware that Bill 410 was transmitted, via
Communication No . 2389 with Resolution 307-91, which proposed to
transfer and appropriate $122, 160 . 00 from Public Works, Solid Waste
Equipment OCE to Interdepartment, Transfer to Other Funds (Capital
Projects Fund) account . Thereafter, by way of Bill 410, a total of
$322, 160 . 00 will be appropriated to Kanakaole Stadium account for
the purpose of reroofing the facility.
Your Committee, through lengthy deliberations, decided to amend
Resolution 307-91 and adopted Resolution 307-91, Draft 2 . Draft 2
changes the source of funding from the Solid Waste Account to the
Council Services Account .
Your Committee was informed by the Finance Director that
Ordinance 90-75 appropriated $200, 000 . 00 for reroofing the Edith
Kanakaole Tennis Stadium, and $7, 236 . 00 has been expended or
encumbered for plans and design. However, at this time the low bid
received for the project is $314 , 924 . 00 . Therefore, an additional
$122, 160 . 00 is needed to complete the project . As stated,
Resolution 307-91, Draft 2, if approved, will make funds available
for the needed appropriation.

Your Committee on Finance is in accord with the intent and purpose
of Bill 410 and recommends that it pass first reading.
