Your Committee on Finance, to which was referred Resolution
No . 307-91, reports as follows :
The purpose of Resolution No. 307-91 is to transfer and appropriate
$122, 160 . 00 as follows :

Resolution No . 307-91 proposed a general fund interagency transfer
and appropriation from Public Works, Solid Waste Equipment OCE to
Interdepartment Transfer to Other Funds (Capital Projects Funds) .
Also transmitted along with the subject resolution was Bill No . 410
which proposes to amend Ordinance No. 90-75, by transferring and
appropriating the subject amount of $122, 160 . 00, plus an additional
$192, 764 . 00 of general funds (Capital Project Funds) to the Edith
Kanakaole Tennis Stadium, Account No . 110-599-5592 . 60-115 in order
to reroof the facility.
Your Committee shared individual concerns regarding the transfer and
appropriations of any funds from the Public Works, Solid Waste
accounts and decided to adopt Resolution 307-91 and amend it in
final as Resolution No . 307-91, Draft 2, to read as follows :

During deliberations, several committee members voiced their support
for the expeditious repairs to the Kanakaole Stadium roof . Personal
safety, County liability, as well as possible permanent damage to
the laminated structural beams were reasons cited for immediately
proceeding with the reroofing project . According to Glenn Miyao of
Parks and Recreation, the contract award can be made immediately
after the appropriation is approved and the project completed in
approximately six (6) months .
Your Committee was informed that the surplus funds in the Solid
Waste Equipment Account are a result of the adoption of a multi-year
equipment leasing program as opposed to the purchase plan. The
Chief Engineer indicated he had several plans for which to use the
surplus, but concurred with administrative action to use the funds
for the reroofing project . He also stated that he could not rule
out the possibility of having to request funds for the same Solid
Waste Account in the future.
Your Committee members were almost unanimously opposed to funding
the reroofing project with any funds from the Solid Waste Account.
The Finance Director was advised to look for other available
funding, as solid waste remains a priority and continual problem
area. The Chief Engineer was advised to look for other needed
projects within the solid waste area for spending the present
surplus, subject of the proposed appropriation.
Councilman Ruddle suggested funds be held in reserve to pay for the
costs involved in closing the old landfill, constructing an access
road to the proposed landfill, and for the landfill liner.
Committee Chairwoman Hale suggested there is a large portion of the
$1 . 8 million of general fund CIP project funds that has not yet been
allotted and therefore available for funding reroofing project .
Through deliberations during the meeting, the Legislative Auditor
suggested the proposed $122, 160 . 00 appropriation be funded for
existing and available surplus in Council Services accounts as
delineated in Resolution 307-91, Draft 2 .
Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .

Your Committee on Finance is in accord with the intent and purpose
of Resolution No . 307-91, Draft 2, and recommends its adoption.
