Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No . 306-91, reports as follows : The purpose of Resolution No . 306-91 is to amend the Salary Ordinance as follows : SECTION 8 . 01 Office of the County Council Change one (1) position Senior Clerk-Typist SR-10 to one (1) position Personnel/Senior Account Clerk SR-13 Create one (1) position Administrative Assistant to the Legislative Auditor SR-16 . Communication No . 2388 is from Legislative Auditor Harry Takahashi dated March 14 , 1991, transmitting said Resolution No. 306-91, program justification and organizational chart, wherein proposed amendment of Salary Ordinance is rationalized. Your Committee acknowledges that pursuant to Resolution No . 269-90 adopted January 15, 1991, nine (9) Council Legislative Assistant positions were created. A Legislative Assistant was assigned to each councilperson. Six of the nine new positions were filled by reassigning Legislative Analysts from the Office of the Legislative Auditor . According to the Legislative Auditor, the redirection of staff relieved his office from the responsibilities of servicing the councilmembers and council committees . However, the drastic reduction also limits the flexibility of the remaining staff as it is not organized to function at a reasonable level to assist the Council in its policy formation role. Your Committee was further informed that the proposed reorganization will structure the Legislative Auditor Office in a manner which the Charter Commission originally intended; a body by which to conduct Council investigation, review programs, budgets and operating procedures . FC REPORT NO. 369 ADOPTED: APR 3 1991 FC- 369 Page 2 March 25, 1991 According to the Legislative Auditor, the programs and services presently offered by the County are very complex and far-reaching. Thus, the Council has a greater need for research and review. The proposed reorganization addresses the immediate needs of the Legislative Auditor by incorporating more independence and flexibility into existing staff positions . The proposed personnel expansion will address the intermediate and long-term needs of the office and will be phased in so that any duplications or overlaps between the Legislative Auditor ' s program and the Council Legislative Assistants can be minimized. Attached as Exhibit A, for informational purposes only, is the proposed reorganization for the Legislative Auditor ' s Office. Presently, the Senior Clerk-Typist SR-10 is a non-civil service position, as is the proposed SR-13 position. Although the Administrative Assistant position is civil service, the proposed change to Administrative Assistant to the Legislative Auditor SR-16 is not civil service. Your Committee was informed that the proposed position changes, as reflected in Resolution No. 306-91, will increase salary and wage expenditures as follows : Personnel/Senior Account Clerk - $338/month Administrative Assistant to Legislative Auditor - $266/month The 1990-1991 fiscal budget is sufficient to accommodate proposed changes . However, the increase will need to be considered and budgeted for the next fiscal year. Your Committee on Finance is in accord with the intent and purpose of Resolution No . 306-91, whereby only the proposed change of the present staff positions are requested and future reorganization will need to be presented to the Council/ for approval, and recommends its adoption. ,1 6PIP HELENE H.
