Your Committee on Finance, to which was referred Resolution
No. 305-91, reports as follows :
The purpose of Resolution No . 305-91 is to transfer and appropriate
$18, 500 as follows :

Communication No . 2385, dated February 15, 1991 from Deputy County
Clerk Robert Shioji , transmits for approval Resolution No. 305 and
explains the proposed transfer and appropriation will be used to
purchase computer hardware and software for the Elections Division
in order to support the Charter mandated County Reapportionment
Commission.
Your Committee reviewed the justification for the proposed purchase
and heard testimony from Robert Shioji, Deputy County Clerk, that we
were told the State of Hawaii (Office of the Lt . Governor) has
agreed to assist the County in its redistricting project, but this
assistance will be in the form of data and applications software
which have been specifically written for ARC/INFO software on the
SUN computer system used by the State.
This particular system and hardware provides a wide range of mapping
alternatives, census data and statistics in an accurate and
expeditious manner .
Your Committee was also informed that the State is unable to commit
leasing/loaning a SUN computer to the County at this time.
Furthermore, leasing agreements with other private vendors for said
hardware would cost approximately $23 , 741 per one year (minimum
term) , which is $10, 945 more than an outright purchase, which is
$12, 795 plus tax.

During the discussion, your Committee was informed that the State
will complete their mapping of district lines by July 31, 1991 .
Thereafter, the State and County of Hawaii would coordinate in
drawing single member district lines and State and County precincts .
Your Committee understands that the proposed hardware is projected
to cost $11, 195 and proprietary software from State vendor $9 , 900;
total $21, 095 . The current computer equipment software account
balance of $6, 000 will be used to pay the difference between the
proposed appropriation and equipment purchase, and additional
projected purchases of software and supplies .
Therefore, your Committee was informed that the County should
purchase the subject computer system which is identical to the
State ' s system to realize reduced costs related to existing software
tailored to State of Hawaii redistricting application. Also, after
completion of the reapportionment, the Department of Public Works,
as well as other departments, such as Planning and Real Property
Tax, would have good uses for the equipment . However, the Elections
Office must reserve the right to use it, as precinct lines are
realigned after every election.
Section 10-14 Centralized Purchasing, states (c) all purchases and
contracts for materials, supplies and equipment and services shall
be made by advertising, except that such purchases and contracts may
be negotiated without advertising if :
(4) It is determined that the procurement of
equipment determined to be technical equipment is
necessary to assure standardization of the equipment
and interchangeability of parts and that such
standardization and interchangeability are necessary
in the interest of economy.
Your Committee recommends that the Administration should include
this new computer in its overall computer study due in June and make
a recommendation of which department should use it when the
Elections Office is not using it .

Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 305-91 and recommends its adoption.
