HomeMy WebLinkAboutREP FC 363 03/11/1991 REPORT OF THE COMMITTEE ON FINANCE Date: March 11, 1991 Re: Comm. 2351 Place: Councilroom Time: 10 : 00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 407, reports as follows : Bill 407 proposes to amend Ordinance 90-74 , the Operating Budget for Fiscal Year 1990-91, by increasing revenues in Sewer Fund Account No . 3609 . 10, Fund Balance From Previous Year, by $126, 584 . 00, and appropriating same to the following accounts : Account No . Function & Activity Amount 030-631-5631. 02-114 Wastewater-OCE-Electricity $80, 000 . 00 030-631-5631. 02-235 Wastewater-OCE-Misc. Materials and Supplies $46, 584 . 00 TOTAL $126, 584 . 00 Your Committee was informed by the Finance Director that the former mayor certified the sewer fund having $126, 584 . 00 balance available for appropriation as of June 30, 1990; reference Communication No . 2092 dated October 25, 1990 . He explained that subject funds were not appropriated at that time because the needs of the Wastewater Division were not clearly defined. The Finance Department requested your Committee now approve the subject appropriation of the Sewer Fund balance to pay for anticipated increases in electricity expenditures, due to rate and consumption increases ($80, 000) and to pay for a portion of the materials and supplies needed to keep up with the required maintenance of the County' s wastewater facilities ($46, 584) . Your Committee Chair questioned why it has taken the Administration so long to appropriate subject funds, and noted that it seemed that management had not properly planned. Your Committee was thereafter informed that subject fund appropriation was held in-reserve in case they were needed to address Department of Health violations or deficiencies . They noted that none had been received this year . Your Committee was further informed that the program administrator had asked her engineers for budgetary input regarding capital expenditures for 6 plants and 19 pump stations and was told that no additional funding was necessary. She stated that this was not the case, and subject costs have continued to increase. FC REPORT No, 363 ADOPTED: MAR 21 1991 FC- 363 Page 2 March 11, 1991 Your Committee was informed that sewer fund revenues and fund balances each year are applied to related sewer projects and not elsewhere, and that several funds were also used for sewer projects . Section 10-8 of the Hawaii County Charter states when during any fiscal year there are available any funds for appropriations, the mayor shall certify to the county council and the county council may amend or make supplemental appropriations for the year up to the amount of available revenues . Such appropriations may be made by ordinance effective immediately upon adoption.
