Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 406, reports as follows : Bill 406 proposes to amend Ordinance 90-74 , the Operating Budget for Fiscal Year 1990-91, by increasing revenues in General Fund Account No. 3301 . 13 , Federal Grants - CZM, by $22, 974 . 00, and appropriating same to the following account : Account No . Function & Activity Amount 010-141-5141 . 34-099 CZM - Miscellaneous S&W $24 , 252 . 00 102 Telephone & Telegraph - 1, 000 . 00 104 Travel 1, 272 . 00 109 Repairs to Equipment - 1, 800 . 00 480 Miscellaneous Equipment 250 . 00 $22, 974 . 00 Your Committee was informed by the Finance Director that the current year budgeted revenue for subject account was $169, 950 . However, with the additional funding received, the total projected revenue increases to $192, 924 . Your Committee was informed by the Planning Director the 1990-91 budget of $169 , 950 did not include employee fringe benefits and that the additional $22, 974 for such benefits was obtained through the State budget process . He further explained that increases in travel account were necessary to cover anticipated expenses bringing a State surveyor to conduct a CZM workshop, and additional $250 to Misc. equipment was needed to purchase a survey camera fro West Hawaii operations . Section 10-8, Hawaii County Charter, states when during any fiscal year there are available any funds for appropriations, the mayor shall certify to the county council and the county council may amend or make supplemental appropriations for the year up to the amount of available revenues . Such appropriations may be made by ordinance effective immediately upon adoption.
