Your Committee on Finance, to which was referred Resolution
/No . 299-91, reports as follows :
The purpose of Resolution No . 299-91 is to request that $4 million
received from the Kealakehe Associates, Inc. , pursuant to their
contract with the County of Hawaii for the construction and
operation of a public golf course, shall be utilized only within the
North and South Kona districts for infrastructure development .
Your Committee recognizes that construction and operation of planned
public golf course will burden the infrastructure of North and South
Kona and necessitate additional County services be provided to these
districts .
Your Committee discussed whether subject funds from Kealakehe
Associates were in fact "premiums" or "impact fees" . Your Chair
noted it was a legal question to be decided by Corporation Counsel .
Your Committee further discussed the merits of enlarging the scope
of the proposed resolution to include West Hawaii as opposed to
North and South Kona, but decided the funds should be used to
address the specific area impacted by the proposed development.
Your Committee on Finance concurs with the intent of Resolution
No . 299-91 and recommends its adoption.
