/Your Committee on Finance, to which was referred Communication
No . 2313 , reports as follows :
The purpose of Communication No . 2313 is to transmit copies of the
final proposed lease and related contract documents for Resolution
No . 286-91 (Draft 2) , adopted February 20 , 1991 .
Your Committee acknowledges the documents submitted for review
address several concerns previously expressed by the public and
councilmembers . Furthermore, your Committee recognizes the subject
project will help affect the development of the Kealakehe Master
Planned Community project and sewage treatment plant and agrees it
should proceed on a timely basis . Therefore, to facilitate such
goals and provide recreational opportunities for the community and
to provide income to the County of Hawaii , your Committee on Finance
recommends approval of the proposed lease and related contract
documents for the Kealakehe Golf Course/Effluent Dispersal project .
