Your Committee on Finance, to which was referred Communication
'No . 2304 , reports as follows :
The purpose of Communication No . 2304 is to request funding for a
part-time secretarial position for the (newly designated) Hamakua
Soil and Water Conservation District (SWCD) Office at Papaaloa,
Hawaii .
Your Committee was informed by letter and received testimony from
Francis Pacheco, Chairman, Hamakua SWCD that, in accordance with
Chapter 180 , HRS, the SWCD program was established. He stated that
the original agreement with the County allotted for a clerical
position for each district, and due to increased workload processing
grading ordinances, that directors of Mauna Kea SWCD petitioned the
Department of Land and Natural Resources to divide the Mauna Kea
District, thereby creating the Hamakua District .
Your Committee understands the major functions of the SWCD are to
aid the County with implementation of grading ordinances and the
State Department of Health' s nonpoint source pollution program.
Therefore, SWCD' s program receives funding through State grant and
County appropriations .
Your Committee on Finance recommends Communication 2304 be referred
to Administration with a favorable recommendation for approval .
