Your Committee on Finance, to which was referred Bill 400, reports
as follows :
Bill 400 proposes to amend Ordinance 90-74 , the Operating Budget for
Fiscal Year 1990-91, by increasing revenues in General Fund Account
No . 3301 . 90, Federal Grants - Victims of Crime Act, by $40 , 059 . 00,
and appropriating same to the following accounts :

Your Committee was informed the federal grant-in-aid for the Victims
of Crime Act Program for FY 1990-91 was underestimated by $40 , 059 .
According to the Program Coordinator, the additional funds will be
appropriated for contracts with community agencies for services to
victims of child abuse, domestic violence, and sexual assault, and
to survivors of homicide victims .
Your Committee heard from Mrs . Phyllis Shinno, Victims Assistance
Program Coordinator, that the subject federal funds were used to
benefit victims of crime, although not directly in payment to the
victims . Your Committee understands that the Victims Assistance
Program staff will assist victims of crime to obtain direct payments
through the Criminal Injurious Compensation Commission, which is an
agency under State Public Safety that administers funds received
from State and federal grants .

of Bill 400 and recommend's that it pass first reading .
