Your Committee on Finance, to which was referred Bill 398, reports
as follows :
Bill 398 proposes to amend Ordinance 90-74 , the Operating Budget for
Fiscal Year 1990-91, by increasing revenues in General Fund Account
No. 3301.43, Federal Grants - UMTA Sec. 18 Grant, by $4, 000 . 00 and
appropriating same to the following account:

010-311-5311. 70-480 UMTA Sec. 18 Grant-Misc. Equip. $4, 000 . 00
Your Committee was informed the State Department of Transportation
has awarded the UMTA program the subject funds to improve its
two-way radio communication system by linking East and West Hawaii
via the Police microwave system.
Your Committee understands that, presently, the two-way radio
communication is limited to East Hawaii, whereas 5 of 8 buses
operate in West Hawaii . Therefore, the radio link will enhance
vehicle maintenance and supervisory support.
Your Committee on Finance is in accord with the intent and purpose
of Bill 398 and recommends that it pass first reading.
