Your Committee on Finance, to which was referred Communication
No. 2284 , reports as follows :
The purpose of Communication No. 2284 is to recommend the
appointments of the following:
Salary Commission
Mr . Vance Cannon, a republican from South Kohala,
to fill the vacancy of Mr. Larry D. Boot, for a
term ending December 31, 1995 . Mr . Cannon is an
entrepreneur/owner of TCBY Yogurt.
Ms . Geri Pack, an independent from Kona, to fill
the vacancy of Mr. Clifford S. Goto, for a term
ending December 31, 1995 . Ms . Pack is a financial
consultant .
Pursuant to Section 13-28 of the Hawaii County
Charter, the Mayor shall appoint members to the
Commission to be confirmed by the Council, as
prescribed in Section 13-4 of the Hawaii County
Charter.
Your Committee heard from Mr. Cannon about his personal
qualifications . He served as past chairperson of the State of Hawaii
Salary Commission during the Ariyoshi Administration.
Your Committee also heard from Ms . Pack about her personal
qualifications . She has an MBA, with a strong accounting background.
Your Committee advised the appointees of their individual
responsibilities to attend each session of the commission and
directed them to actively participate and vote their conscience on
all issues brought before them.

Your Committee on Finance recommends approval of the appointments of
Mr. Vance Cannon and Ms . Geri Pack to the Salary Commission.
