Your Committee on Finance, to which was referred Resolution
No. 284-91, reports as follows :
The purpose of Resolution No. 284-91 is to inform the County that
$12 . 06 million in Federal and State funds will be made available to
construct the Alenaio Stream Flood Control project and advise the
County' s responsibility, per the Memorandum of Agreement (MOA) with
the U.S. Army Engineer District, Honolulu, will be to coordinate the
project; to provide the lands, easements, rights-of-way and dredged
material disposal areas required for the project; and perform all
related necessary relocations .
Your Committee understands most recent cost projections are within
the $12 . 06 million authorization and $7 . 73 million in Federal funds
and $4 . 1 million in State funds have been authorized for the project
with a local agency (County) share of $227,000 .
However, your Committee was also informed $486, 000 of the $4 . 1
million State allotment is for acquisition of land parcels impacted
by the project within the Wailoa River State Recreational Park.
Furthermore, your Committee understands the County will apply for an
Executive Order requesting subject land parcel be turned over to the
County at no cost . Therefore, that portion of the funds may
available for use to cover inflation survey cost increases, County
of Hawaii "in-house" labor costs, increased costs for revisions to
the County plan, etc.
Therefore, your Committee was told no County funding is presently
needed for the project, based on a verbal commitment by the State to
relinquish said real property.
Your Committee was also informed (MOA) is an agreement between the
County and the Corps of Engineers for project design only and until
the Legal Cooperative Agreement (LCA) is issued and signed, the
County is not committed to the project .
