Your Committee on Finance, to which was referred Resolution
No. 280-91, reports as follows :
The purpose of Resolution No. 280-91 is to transfer and appropriate
$8, 921 . 62 as follows :

010-271-5271.28-011 Aid to Victims - Regular Salaries and Wages
Credited To:
010-271-5271.28-110 Aid to Victims - Repair to Facilities
Resolution No. 280 proposes to open and transfer funds to a new
object level No. 110 titled Repairs to Facilities and appropriate
same funds to expand and remodel the Victims Assistance Unit at
34 Rainbow Drive.
Your Committee understands State and Federal funding is received to
support and operate the Aid to Victims program. Subject
appropriation is approved by the State Attorney General and involves
State funds carried over from the June 30, 1990 fund balance. Your
Committee further understands surplus funds in the Regular Salaries
and Wages account are the result of unfilled positions, due to lack
of suitable applicants and that the balance after fund transfer will
be $114 ,391.40 .
Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .

of Resolution No. 280-91 and recommends its adoption.
