Your Committee on Finance, to which was referred Bill 388, reports
as follows :
Bill 388 proposes to establish an appropriation of $15,293 .36 to the
Ahualani Park improvement project in the Park Dedication Fund.
Funds for this appropriation shall be provided from the Fund Balance
From Previous Year .
Ordinance 88-186 initially appropriated $99 , 676 for the Ahualani
Park improvements which included the construction of a restroom,
sidewalk, baseball backstop, soccer goal posts, landscaping and a
sign. Expenditures for plans and design have already amounted to
$4 , 680, leaving a balance of $94, 996 .
Your Committee is aware that a low bid of $131, 103 was received.
Your Committee is further aware that the $15, 293 .36 is the accrued
interest that has accumulated. In order to proceed with the
project, the Administration is planning to reduce the scope of the
project.
Your Committee received a second draft to Bill 388 proposing to
increase the appropriation to $20,496 .49, an increase of $5, 203 . 13 .
With the increase, the project is still short of the full
appropriation. As such, the following has been eliminated from the
project scope:
Baseball backstop $15, 000
Landscaping 2, 600
Project Sign 500
The Administration is hopeful that some community involvement could
allow for more of the project to be completed.
The master plan for the Ahualani Park also includes an outdoor
basketball court, tennis court and on-site parking.
Your Committee concurred with the increase in the appropriation as
presented in Draft 2 and has amended Bill 388 accordingly.

Bill 388, Draft 2, and recommends that it pass first reading .
