Your Committee on Finance, to which was referred Bill 386, reports
as follows :
Bill 386 proposes to amend Ordinance No . 90-74 , as amended, the
Operating Budget for the fiscal year ending June 30, 1991, by
increasing revenues in the following accounts of the General Fund:
3301 . 61 Federal Grant - Sobriety Checkpoint Exp $2, 000
3301. 62 Federal Grant - Seatbelt Enforcement 2, 000
$4 , 000
and appropriating $4 , 000 to the following expenditure accounts in
the General Fund:
010-201-5218 . 84-115 - Sobriety Checkpoint - 1990 $2, 000
010-201-5218 . 85-115 - Seatbelt Enforcement - 1990 2, 000
$4, 000
These funds are in addition to the funds originally appropriated.
Your Committee was made aware that federal funds are passed through
the State who in turn divides the funds amongst the counties on
arrests made. Unexpended funds are returned to the State and
divided again amongst the counties . In the case of the County of
Hawaii, we have been utilizing all of the proceeds .
Your Committee on Finance concurs with the intent and purpose of
Bill 386 and recommends t at it pass fir t reading .
