Your Committee on Finance, to which was referred Resolution
No. 276-91, reports as follows :
Resolution No. 276-91 proposes to create a Computer Operator SR-15
position within the Police Department with funds to be provided from
the Police Administration' s salaries and wages account.
With the recent upgrade of the Police computer system, the Police
Department needs to pay more attention to maintenance, upgrading,
inputting and debugging of the systems and programs .
Your Committee recommended and the Council filed Bill 368 which
proposed to utilize $10, 926 for the funding of this position. In
filing Bill 368, the Police Department indicated that they would be
able to accommodate the funding through its existing budget .
Your Committee heard from the Data Processing Division head that
Police equipment has been upgraded substantially and, as such, more
computer personnel will be required in the near future. Depending
upon how fast the Police Department ' s computer network is allowed to
expand, there will definitely be a need for more personnel . Police
network currently includes about 8 systems .
Assuming that the Data Processing Division staff will not be able to
afford the Police Department the required support, the Police may
need a systems analyst and a programmer in the future.
EDP Committee is looking at all of these types of needs . Basically,
everything evolves around how fast the County administration and the
Council wants to automate.

Your Committee on Finance concurs with the intent and purpose of
Resolution 276-91 and recommends its adoption.
