Your Committee on Finance, to which was re-referred 'Bill 369 ,
reports as follows :
Bill 369 proposes to amend Ordinance 90-74, the Operating Budget for
Fiscal Year 1990-91, by increasing revenues in General Fund Account
No . 010-000-3609 . 10-000, Fund Balance from Previous Year, by
$138, 000 and appropriating same to the following accounts :

010-181-5181. 52-218 Automotive-Fuels & Lubricants $100, 000
010-201-5212 . 02-218 Kona Fuels & Lubricants 38, 000

Your Committee Report 291 of the Committee' s meeting of November 27,
1990, recommended that Bill 369 pass first reading of the Council at
its December 5, 1990 meeting . The Council approved Bill 369 on
first reading and referred it back to the Committee.
Chairperson Hale recommended that Bill 369 be filed as she did not
feel that the fuel and lubricant accounts were pressing for
additional funds at this time.
The Chief Engineer spoke for the bill as the fuel and lubricant
accounts have already been impacted by the rise in fuel costs . He
expressed his concern that if the bill is filed, then they would
have to go through a lengthy approval process again while the
agencies may by then actually feel the crunch.
Your Committee on Finance is in accord with the intent and purpose
of Bill 369 and recommends that it pas second and final reading .
