Your Committee on Finance, to which was re-referred 'Bill 367,
reports as follows :
Bill 367 proposes to amend Ordinance 90-74 , the Operating Budget for
Fiscal Year 1990-91, by increasing appropriations in the General
Fund Account No . 010-000-3609 . 10-000, Fund Balance from Previous
Year, by $72, 665, and appropriating same to the following accounts :

Your Committee Report No. 297 of the Committee' s meeting of
November 27, 1990 recommended that Bill 367 pass first reading of
the Council . At its December 5, 1990 meeting, the Council approved
Bill 367 on first reading and referred it back to the Committee. In
referring the bill back, it was mentioned that a Committee member
expressed reservations and, as such, further discussion was
necessary.
Committee Chairperson Hale reported that she had also asked the
Police Chief whether his existing budget could absorb the requested
funds, however, the Chief responded that it was too early to
ascertain which accounts would be lapsing any funds .

Your Committee on Finance is in accord with the intent and purpose
of Bill 367 and recommends that it pass second and final reading.
