Your Committee on Finance, to which was re-referred /Bill 366,
reports as follows :
Bill 366 proposes to amend Ordinance 90-74 , the Operating Budget for
Fiscal Year 1990-91, by increasing appropriations in the General
Fund Account No . 010-000-3609 . 10-000, Fund Balance from Previous
Year, by $87, 500 and appropriating same to the following accounts :

Your Committee Report No . 290 of the November 27, 1990 Committee
meeting recommended that Bill 366 pass first reading of the
Council . At its December 5, 1990 meeting, the Council approved
Bill 366 on first reading and referred it back to the Committee. In
referring this bill back to Committee, it was acknowledged that
there is another communication being referred to Committee proposing
that Bill 366 be amended.
Committee Chairperson Hale stated that she did meet with the Police
Chief to see if any of these cost items could be funded by his
existing account balances, especially in light of the large sums
lapsed annually by the department. Not knowing the exact accounts
which may be lapsing funds, she was informed that it was very
difficult to pinpoint any one account .
Your Committee on Finance is in accord with the intent and purpose
of Bill 366 and reco rends that it pass second and final reading.
