Your Committee on Finance, to which was referred Bill 381, reports
as follows :
Bill 381 proposes to amend Ordinance 90-74, the operating budget of
the County of Hawaii for the fiscal year ending June 30, 1991 by
increasing revenues in the Transfer From General Fund account of the
HCHA Fund by $150, 000 and appropriating same to the Operating
Reserve Contingency account of the HCHA Fund.
Your Committee is aware that these funds are being reimbursed from
the General Fund pursuant to the understanding set forth when the
$150, 000 was originally transferred out of the Operating Reserve
Contingency-HAP by Resolution 210-90 .
Your Committee is also aware that Resolution 266-91, transferring
said funds from the General Fund, is currently being considered by
the Council .
Your Committee was provided with a historical background as to the
circumstances by which the Operating Reserve was tapped and the
agreement for reimbursement entered.
Your Committee on Finance concurs with the intent and purpose of
Bill 381 and recommends that it pass first reading .
