Your Committee on Finance, to which was re-referred /Bill 368,
reports as follows :
Bill 368 proposes to amend Ordinance 90-74 , the Operating Budget for
Fiscal Year 1990-91, by increasing appropriations in the General
Fund Account No. 010-000-3609 . 10-000, Fund Balance from Previous
Year, by $10, 926, and appropriating same to the following account:

Your Committee Report No . 298 of the Committee' s meeting of
November 27, 1990, recommended that Bill 368 pass first reading of
the Council . At its December 5, 1990 meeting, the Council approved
Bill 368 on first reading and referred it back to the Committee.
Committee Chairperson Hale reported that pursuant to her discussion
with the Police Chief regarding the funding request, the Police
Chief advised her that they could probably absorb the request from
their existing account balance.
Your Committee on Finance is not in accord with the intent and
purpose of Bill 368 and recommends that it be filed.
