Arakaki co and other Council Members - Hawaii County Council c j JJ 35 Aupuni St. - Hilo, HI 96720 • Dear Council Chair Arakald and Council Members: _ =- C-0 TESTIMONY Re: Bill 209 Draft (3) I am John Ray, President of Hawaii Leeward Planning Conference, testifying in support of BM 209 Draft (3) and specifically in support of Department of Public Works item Kahului - Keaahon Parkway, previously known as Ali'i Highway. This project has been a major planned arterial through Kona on both the State and County levels, for over 30 years. It represents a major North-South connector for residents, tourists, and goods and services to move and commute through this region on a daily and orderly basis, a goal made significantly more realistic by the recent groundbreaking of the Oceanside 1250 Project. In and of itself it will comprise the largest capacity mauka -makai connector in the area, and serve as the spine for additional secondary connections, all critical to address public safety concerns. This parkway corridor is the key -to. developing the community between Kellum and• Keanhou which we believe is a sound planning pal to address • urban sprawl in the region. We should be promoting greater urban density in proximity to our commercial, school, and recreational infrastructure. (cont. on next page.) Comm. The constracdon scenario to widen Kuakini Highway is'lightening. So please support this much needed and long awaited project. We share the community's concern over design issues and pledge to work actively to create the most attractive and user - friendly road possible. Thank you for the opportunity to testify.
