Dear Chairman Arakaki:
I intend to allow Bill 209 (Draft 5) to become effective as an ordinance without my
signature, pursuant to Section 3 -12 of the Hawaii County Charter.
Bill 209 (Draft 5) authorizes the County of Hawaii to issue and sell up to $30,000,000
worth of general obligation bonds, which are to be used for the specified list of capital projects
set out in the bill. While the projects included on the list are all valuable and worthwhile, five of
those only have appropriations pending and do not have money already appropriated by a
specific ordinance. The cost of those projects totals $9,700,000. I have reservations about
selling bonds and specifying that money from that sale be used for projects which do not have
appropriations. Therefore, I will authorize the issuance and sale of bonds of an amount sufficient
to fund those projects listed for which appropriations have been made.
