CIVIL SERVICE COMMISSION Hilo Lagoon Centre, 101 Aupuni Street, Suite 133 Hilo, Hawaii 96720 -4260 • (808) 961-8361 • Fax (808)18114t1dAk 961 -8617 • October 26, 1998 The Honorable James Arakaki, Chair And Members, Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Dear Council Chair Arakaki and Members of the Council: The Hawaii County Civil Service Commission is interested in seeing the Division of Safety functions and positions transferred to the Department of Civil Service. We seek your assistance in accomplishing this task- In order to effectuate the transfer, a charter amendment is required, and we ask for your support and assistance in getting this matter on the year 2000 general election ballot. • We feel that this change would provide more continuity in the functions of the office and provide a more focused direction for both workers' compensation and safety matters. This will, in tum, improve worker morale and provide for a more consistent and empowered workers' compensation and safety program for the County. We note that in other jurisdictions, these functions are located either in the central personnel agency or under the finance agency. One of our members recently attended a national public personnel conference and found the same to be true with those he spoke to. A reorganization of the Safety Coordinator's Office, if passed by the voters, would take effect at about the same time as the next change in the administration. Thus, this is an opportune time to pursue this matter. Gomm. No. IV A File No.. e N Ref. Tot P G Ronald Okamura, Chair • Dorothy Pung, Vice -Chair Ref.
