Sumada Deputy Chief Engineer Attached is a copy of the Downtown Improvement Association's letter dated November 6, 1998, concerning the subject matter. We are waiting for the Council's concurrence to proceed with our proposal to remove the parking meter heads from the areas affected by the parking meter moratorium. We anticipate that all the affected meter heads can be removed within one month from the date of approval and receipt of the funds to purchase caps for the meter posts. The request received a favorable HDI A Parking Committee and the IIIA response. On behalf of the Executive Board of the Hilo Downtown Improvement Association (HDIA), I would like to express its support for the recommendations of its Parking Committee listed on November 5, 1998 (enclosed). Please notice that we are willing to fund up to S5Q0. The DIA is very pleased with your proposal and appreciates your efforts as well as those of the County personnel involved. The parking situation downtown is a major concern of the HDIA.
