This project is the last uncontrolled stream running through urbanized Hilo. Enclosed is Exhibit A, which shows that the stream creates a major flood zone from Haihai Street below the Hilo Municipal Golf Course to Waiakea Pond. By diverting the Palai Stream into the Waiakea Uka Flood Control Channel, the entire flood zone will be eliminated. REQUEST: Appropriate $400,000 to provide our local matching share for the development of the PALAI STREAM FLOOD CONTROL PROJECT by the U.S. Army Corps of Engineer's. Work by the Corps of Engineers will include identification public /private needs and concerns; developing alternatives and selecting a design; preliminary engineering; prepare cost estimates for construction, operation and maintenance of the system; compute annual costs and benefits; assess environmental and social impacts; conduct survey, hydrological, hydraulic, geotechnical and land acquisition studies and other work to justify the project for final design and construction. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): We originally developed this project in the early 70's as the Waiakea Uka Flood Control Project. The project was to channelize the 4 -Mile Creek into the Panaewa Forest and to divert Palai Stream into the new channel. In 1975 Jas W Glover completed the channel system at a cost of $1,911,194. Although we acquired lands to divert Palai Stream, construction funding never materialized. With the recent completion of the Alenaio Flood Control System, Palai Stream is the last uncontrolled stream running through urbanized Hilo. As shown on "Exhibit A" the stream creates a major flood zone from Haihai Street below the Hilo Municipal Golf Course to Waiakea Pond. By diverting the Palai Stream into the Waiakea Uka Flood Control Channel, we will eliminate this entire flood zone.
