Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new
multi-year lease agreement for a thermoplastic traffic markings long line truck for the
Department of Public Works' Traffic Division. This equipment is expected to allow the Traffic
Division to install and maintain linear traffic control markings at an increased rate, which would
enable them to meet the Federal Manual on Uniform Traffic Control Devices (MUTCD) road
marking retro-reflectivity standards.

A. REQUEST:
DPW-Traffic Division is requesting a resolution authorizing the payment of funds, in a later year and for more
than one fiscal year, for a multi-year lease to purchase a Thermoplastic Traffic Markings Long Line Truck.
The lease to purchase would be for a term of no more than five (5) years.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Traffic Division is currently using walk-behind thermopolastic handliners to maintain all County traffic
control road markings and to install new striping on County resurfacing projects. This new equipment
request will increase the productivity and ability of the current Traffic Division markings crew to install and
maintain linear traffic control markings at a rate that meets Federal Manual on Uniform Traffic Control
Devices (MUTCD) road markings retroreflectivity standards which are currently not being met using existing
walk-behind thermoplastic handliners. This line truck will be scheduled for use between both East and West
Hawaii markings crew for island-wide maintenance and projects.
Anticipated costs are approximately $420,000 with interest over a five year lease to purchase term.
Estimated lease cost is $7,000.00 per month or$84,000 annually to begin upon estimated delivery date of
January 2016.
This purchase will be funded by the Highway Fund.
