Re: Resolution to amend a multi-year lease resolution
Enclosed is a resolution to amend Resolution No. 294-14, which authorizes payment of funds for
more than one fiscal year, for a multi-year lease of one fire apparatus (tanker truck) to be utilized
by the Hawai`i Fire Department.
Resolution No. 294-14 limited the monthly lease amount to a maximum of$7,000 per month.
With Council's authorization, the Purchasing Division proceeded with competitive procurement.
The outcome of this process resulted in an actual lease cost of$7,159.42 per month. The enclosed
resolution increases the lease amount authorized by Council, to match the accepted bid amount.
Procurement will be postponed, pending Council approval for this amended resolution.

A. REQUEST:
The Newell Fire Department is requesting a resolution authorizing the increase in the stated lease cost
previously authorized in Resolution No, 294-14. Resolution No. 294-14 authorized an estimated lease cost
of$7,000 per month for a sixty (60) month term for the multi-year lease to purchase one 3,000 gallon fire
apparatus.
The new monthly payment amount is $7,159.42 per month and will commence after delivery of the
apparatus.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The apparatus will be assigned to West Hawaii to provide additional response capabilities to rural residential
areas where water is limited or not accessible. This apparatus will provide an additional 3,000 gallons of
water for firefighting for immediate response. The current Department's water tanker fleet have a capacity of
1,000 gallons or less and the Department currently depends on the Department of Public Works and
privately owned water tankers to provide additional water resources.

RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER
FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-
YEAR LEASE FOR ONE (1) FIRE APPARATUS (TANKER TRUCK) FOR THE
HAWAII FIRE DEPARTMENT
WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or
other obligation requiring payment of funds from the appropriations of a later fiscal year or of
more than one fiscal year be approved by resolution; and
WHEREAS, the County of Hawaii wishes to enter into a multi-year lease agreement for
five (5) years, for one (1) fire apparatus for the Hawaii Fire Department; and
WHEREAS, the estimated lease cost is $7,000 per month, or $420,000 over the sixty
(60) month term; and
WHEREAS, the apparatus will be assigned to West Hawaii; and
WHEREAS, this apparatus will provide an additional three thousand (3,000) gallons of
water to supplement current fire trucks and smaller brush trucks which have capacities of one
thousand (1,000) gallons or less; now, therefore
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAVVAll:
1. That the Mayor is hereby authorized to enter into a five (5) year lease
agreement for one (1) fire apparatus for the Hawaii Fire Department.
2. That sufficient funds be budgeted in future fiscal years to cover the
anticipated obligations of the County under the terms of the agreement.
BE IT FURTHER RESOLVED that this apparatus shall be leased for a period of five
(5)years with a total cost not to exceed $7,000 per month.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, the Finance Department, and
to the Hawaii Fire Department.
