RESOLUTION NO. 491 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A NEW BUS ROUTE IN HILO TO
BENEFIT STUDENTS ATTENDING THE UNIVERSITY OF HAWAII AT HILO AND
THE GENERAL PUBLIC.
WHEREAS, the University of Hawai`i at Hilo (UHH) is Hawai`i County's major
instititution of higher learning and academic excellence with 3,828 students enrolled in the
Spring 2014 academic semester; and
WHEREAS, Hawai`i residents account for approximately 68 percent (2,613 students) of
the students enrolled for the Spring 2014 academic semester; and
WHEREAS, the Mass Transit Agency and the Hele-On Bus provide public
transportation services to residents, students, and tourists island-wide; and
WHEREAS, bus service between UHH, Downtown Hilo, and the Prince Kuhio Plaza
(PKP) during the academic year will promote students' health and well-being and provide
economic stimulus to local businesses in Downtown Hilo and at PKP; and
WHEREAS, this new bus route will commence on August 1, 2014, with the intent to
continue the program if it proves successful and self-sustaining at the end of the semester; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Mass Transit Agency to implement a new bus route between the University of Hawai`i at
Hilo, Downtown Hilo, and the Prince Kuhio Plaza; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Mass Transit Administrator and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
