From Planning Director Norman K. Hayashi, dated
October 17, 1991, informing that he will be initiating
an amendment to the General Plan LUPAG Map to
redesignate the land area at Awake'e from Resort,
Medium Density Urban and Open to Conservation and to
delete Awake'e as an Intermediate Resort Area. Further
informs the North Kona Development Group has filed a
General Plan Amendment petition to redesignate the land
exchange area at Manini'owali and Kukio 2nd from
Conservation to Urban Expansion. States these two
separate action will be processed concurrently.

dated October 21, 1991, regarding an update of their
efforts to signalize the Lako Street/Kuakini Highway
intersection. Attaches copy of letter to Planning
Director Norman Hayashi with an update on the current
status of the project.

From Chrystal Nylin and Bill Ferreira, dated
October 23, 1991, regarding a four-lot development
(TMK 7-6-12:5) being developed on an one-acre lot zoned
for parcels no smaller than one-half acre.

Copy of letter to W. Donald Duckworth, President and
Director, Bishop Museum, from Andrea Fournet,
Chairperson, Arborist Advisory Committee, dated
October 25, 1991 concerning the Wi tree on Bishop
Museum's Greenwell Ethnobotanical Garden site in Kona.
States the subject tree was an act of the Council by
Ordinance 84-22 and that removal of the tree from the
Exceptional Trees list would entail a similar act by
the Council.
Informs their members have inspected the tree and
concurred that without proper care, the tree could
deteriorate and would have to be removed. Further
informs they may be soon selecting another Wi tree to
replace the subject trees; therefore, they are willing
to recommend to the Council that the tree be removed
from the list of exceptional trees.
Comm. 3031: From Andrea Fournet, Chairperson, Arborist Advisory
(Bill 520) Committee, dated October 31, 1991, submitting a bill
for an amendment to Ordinance 84-22 relating to
Exceptional Trees. States the bill describes nine (9)
trees or groves growing in the Kalopa State Park which
the previous Arborist Advisory Committee nominated to
be designated as "exceptional."

dated October 23, 1991, transmitting their 1991 Annual
Report, as required by Condition R of Zone
Ordinance 380, effective August 10, 1978.
Comm. 3045: DR. ROBERT FAUST AND "BIO-RATIONAL" OLF O R E PLAN
From Public Works Committee Chair Merle Lai, dated
November 4, 1991, submitting for consideration and
information a copy of Dr. Robert Faust's "bio-rational"
golf course plan entitled, "Pesticide and Fertilizer
Use in West Hawaii Golf Course and Methods for
Reduction of Use and Impact of these Chemicals" and a
copy of his resume. Suggests that Dr. Faust's
presentation be included in discussions or workshops on
the golf course issue.
