Your Committee on Finance, to which was referred Resolution No. 473-14, reports as follows:
Resolution No. 473-14,transmitted jointly with Bill No. 273, by Finance Director Nancy Crawford
via Communication No. 952, dated July 18, 2014, authorizes the Office of the Mayor to enter into an
agreement with the Hawai`i Invasive Species Council (HISC), pursuant to Hawai`i Revised Statutes 46-7,
for a grant for the County of Hawai`i's Little Fire Ant(LFA) Control program.
The agreement accepts $175,000 from HISC to hire up to three employees and provide them with
equipment and materials to control the fire ant at Parks and Recreation Department facilities.
Council Member Onishi expressed his gratitude to Parks and Recreation Business Manager Darren Takiue
for coming up with a plan and securing the HISC funds. After being rated low, Mr. Onishi stated that he
and Mr. Takiue fought for the money and were granted the funds after a long application and interview
process.
Mr. Takiue appeared before the Committee on Finance for questions. He explained the grant process and
the hurdles they faced in the process of acquiring the HISC funds for the war against the LFA.
Council Member Kern expressed his support and thanks to Council Member Onishi and Mr. Takiue. He
stated that securing these funds to help eradicate the LFA is a huge accomplishment.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 473-14, and
recommends its adoption.
