SUBJECT: HAWAII COUNTY COUNCIL MEETING OF JUNE 4, 2014; TESTIMONY
IN OPPOSITION TO RESOLUTION 431-14, RELATING TO
REPRESENTATIVES TO THE HAWAII STATE ASSOCIATION OF
COUNTIES EXECUTIVE COMMITTEE, AND WESTERN INTERSTATE
REGION AND NATIONAL ASSOCIATION OF COUNTIES BOARDS OF
DIRECTORS (PAF 14-170)
Thank you for the opportunity to testify in opposition to this resolution. The purposes of
the measure are to replace Resolution 355-14, appoint a new Hawaii County Council
representative and alternate representative to the Hawaii State Association of Counties
("HSAC") Executive Committee, and nominate new representatives to the Western Interstate
Region ("WIR") Board of Directors and National Association of Counties ("NACo") Board of
Directors.
I oppose this measure for the following reasons:
1. Councilmember Dennis "Fresh" Onishi has diligently served on the HSAC
Executive Committee as Vice President since Fiscal Year 2012. Prior to that, he
was HSAC's Secretary. He represents HSAC on the WIR Board of Directors and
serves on the NACo Transportation Steering Committee.
2. Sharing ideas with other NACo affiliates is important to the success of HSAC at
the national level. Councilmember Onishi has attended numerous educational
conferences on behalf of HSAC and has formed favorable relationships with
elected officials across the United States.
3. Councilmember Onishi's experience and relationships at the State Legislature
have increased HSAC's visibility and reputation. This is especially important as
the counties and the State continue to recover from the economic recession.

4. In July 2014, Maui County Councilmember G. Riki Hokama will be installed as
NACo President for a one-year term. This is a powerful opportunity for Hawaii,
and it would be wise to let Councilmember Onishi continue to further the work he
has started on behalf of HSAC, the County of Hawaii, and all of Hawaii's
residents.
As a member of the HSAC Executive Committee, I support Councilmember Onishi's
continued service on the HSAC Executive Committee.
