Dear Council Chair Yoshimoto:
RE: EXPRESSING OPPOSITION TO RESOLUTION NO. 431-14
I would like to submit the following testimony in opposition of
Resolution No. 431-14, which amends Resolution No. 355-14 relating to Hawaii
County Council's representative and alternate to the Hawaii State Association of
Counties (HSAC) Executive Committee and Board of Director nominations to the
Western Interstate Region (WIR) and National Association of Counties (NACo). My
testimony is submitted in my individual capacity as a Councilmember of the Kauai
County Council.
Councilmember Dennis "Fresh" Onishi is currently the Vice President of
HSAC, and has been since 2012. He has also previously served as HSAC's
Secretary, and has continued serving the public on the NACo Transportation
Steering Committee, where he introduced Resolutions in support of additional
funding for the Community Development Block Grant (CDBG) program as well as
the Safe Routes to Schools program. Councilmember Onishi's commitment to
advance the priorities of HSAC at the State Legislature is an integral part of our
lobbying efforts. During this past Legislative Session, Councilmember Onishi
introduced measures to increase funding for the Daniel K. Inouye College of
Pharmacy building and the Pacific International Space Center for Exploration
Systems.
With all of the accomplishments Councilmember Onishi has achieved, and for
his continued support by investing his time in furthering HSAC's purpose and
goals, I encourage the County Council to oppose this measure and allow
Councilmember Onishi to continue as Hawaii County Council's HSAC
Representative. I commend and respect Councilmember Dru Kanuha and
Councilmember Margaret Wille for their interest in serving on the HSAC Executive
Committee, and appreciate their continued support for HSAC.
