I have known Ms. Stebbins for about 6 years now,both in my capacity as a land uSie -'
planning consultant as well as a former member of the Liquor Commission and now, as a
member of the Liquor Adjudication Board. As such, I have had the opportunity to see her"in
action"as legal advisor to these various boards and commissions. During this 6+year period, I
can unequivocally state that she has been diligent, attentive, and very fair and even-handed in
offering her opinions or advice.
Ms. Stebbins has had to represent the Liquor Department before the Liquor Adjudication
Board and has had to advise the Liquor Commission and Planning Commission on a number of
controversial and sensitive issues. I have sat in on many of those meetings, and in my opinion,
she was very knowledgeable of the law and clearly expressed herself in a patient, polite but firm,
and civil manner. She was also sensitive of the need for due process,the importance of openness
or transparency, and the need to engage the public. All of those traits, in my opinion, are what
defines whether one's legal counsel is"great"or just"ok".
Ms. Stebbins has those traits that make her a great counsel. With those basic
characteristics plus her"people skill", she has the capacity to not only manage but lead the
Office of the Corporation Counsel.
In sum, it is my considered opinion that Ms. Stebbins is a great attorney and is eminently
qualified for this position. If confirmed(and I wish that you do), she will bring a high and
respectable level of moral and legal compass to the County of Hawaii. Thank you very much!
