Thank you for the opportunity to provide written testimony regarding Communication
911, Mayor Kenoi's appointment of Molly A. Stebbins as the Corporation Counsel. I whole
heartedly support the Mayor's appointment of Ms. Stebbins for the reasons stated below.
As a Deputy Corporation Counsel for the County of Hawai'i for almost ten years, I have
worked closely with Ms. Stebbins since the first day she began working as a Deputy Corporation
Counsel in our office. The first thing that struck me about Ms. Stebbins was her level of
maturity and her determination to do her job well. Over the past seven years, I have observed
Ms. Stebbins develop into the competent attorney that she is today. I have always found Ms.
Stebbins to be very level-headed, rational, reasonable and approachable, all of which are
qualities of a leader. In addition, I have never found Ms. Stebbins to be egotistical and she is no
stranger to working long hours to serve the County.
While it is important to note that it takes more than one attorney to provide quality legal
service to the County, it is important to have a leader in the position of the Corporation Counsel
who can and is willing to make difficult decisions with the County's best interest always in
mind. Because I know that Ms. Stebbins has the ability to make those tough decisions, I am
supporting the Mayor's appointment.
Thank you for your consideration of the appointment of Molly A. Stebbins and I
encourage you to confirm Ms. Stebbins as our Corporation Counsel.
