Dear Council Chair Yoshimoto:
I am writing to express my full support of the appointment of Ms. Molly Amai Stebbins for
the position of Corporation Counsel, Hawaii County. The Maui Police Department and this Chief
of Police have professionally benefitted from the legal advice of Ms. Stebbins for several years.
Please let me explain.
The Chiefs of Police from the Honolulu Police Department, Hawaii County Police
Department, Maui Police Department,and the Kauai Police Department are members of the Police
Chiefs of Hawaii Association(PCHA). The four Chiefs of Police meet quarterly with our respective
legal counsel as we collectively discuss and develop a course of action involving police policies,
collective bargaining issues, labor grievance and arbitration strategies, legislative acts and court
rulings that effect Hawaii law enforcement, and civil liability prevention methodology.
Commonly called Labor-Management Meetings,the respective Police Chiefs from the four
Police Departments in the state of Hawaii also gather with their respective legal counsel and meet
biannually with the collective bargaining unit for our sworn officers-State of Hawaii Organization
of Police Officers (SHOPO).
During these PCHA Meetings and Labor-Management Meetings, Hawaii County Deputy
Corporation Counsel Mollie Stebbins remarkably stood out as highly skilled and highly
knowledgeable, and she was fully respected by this Chief of Police and my colleagues. Her
opinions, suggestions, and analytical conclusions of topics that commonly manifest in our police
world, were instrumental in the decision-making process of our management team, which
encompasses all of our police departments in Hawaii. Under Ms. Stebbins'wisdom, intellect, and

astute research dedication, my agency and the County of Maui certainly have benefitted. We are
a much better law enforcement agency, and we have an even stronger employer-employee
relationship.
Lastly, I have been involved in the criminal justice system for 35 years, and I believe my
experience has given me a sense of the qualities necessary for effective leadership, to include
intellect,analytical ability,compassion, interpersonal relationship skills,fairness,work ethics, and
the ability to communicate to any audience. I see all of this in Ms. Stebbins and much more than
from a perception of her age in comparison to her contemporaries - her enthusiasm and energy
emanates strictly from the kind of person she really is always will be.
Thank you for your consideration of this monumental position for Ms. Stebbins as
Corporation Counsel for Hawaii County.
